2025 University Recommended Japanese Government (MEXT) Scholarship – General
Overview
The MEXT Scholarship is offered to international students aiming to study at Japanese universities. The preliminary selection is conducted by individual universities, which then recommend candidates to MEXT.
Qualifications and Conditions
(1) Number of Places
- Determined after the application period.
- In the last round, each Graduate School could nominate one applicant, and the University of Tokyo could nominate three to MEXT.
(2) Eligibility
- Academic Records: Applicants should have a GPA of 2.30 or higher.
- New Students: Only for those entering Japan in October 2025.
- Language Proficiency: English (CEFR B2 or above) or Japanese (JLPT N2 or higher).
(3) Nationality
- Must hold a nationality listed by MEXT.
- Must have diplomatic relations with Japan.
- Japanese nationals are ineligible unless planning to renounce Japanese nationality before arrival.
(4) Age
- Born on or after April 2, 1990.
(5) Academic Background
- Must meet the Graduate School of Science’s requirements for Master’s or Doctoral Program admission.
(6) Field of Study
- Should be related to previous studies and available at the chosen university in Japan.
(7) Language Proficiency
- English: CEFR B2 (e.g., TOEFL iBT 72, IELTS 5.5) or education in English.
- Japanese: JLPT N2 or education in Japanese.
(8) Health
- Must be physically and mentally fit.
(9) Arrival in Japan
- Must arrive within two weeks before or after October 1, 2025.
(10) Visa Requirements
- Must obtain a “Student” visa.
(11) Non-eligibility
- Active military members, previous MEXT scholarship recipients without the required work/education experience, dual Japanese nationals not renouncing Japanese nationality, and those planning long-term leave or non-academic activities.

Scholarship Benefits
(1) Allowance
- Monthly stipend: 144,000 yen (Master’s) or 145,000 yen (Doctoral).
- Additional 2,000-3,000 yen for certain regions.
(2) Traveling Costs
- To Japan: Economy-class ticket from the nearest international airport.
- From Japan: Economy-class ticket to the nearest international airport upon graduation.
(3) School Fees
- Enrollment and tuition fees are exempted.

Application Process
(1) Required Documents
- Application form
- Field of Study and Research Plan
- Letter of recommendation from the dean or above
- Passport-type photo
- Official transcripts
- Proof of language proficiency
- Abstract of graduation thesis
- Official statement of (expected) graduation
- Copy of passport
(2) Nomination Process
- Nominees are selected by the Graduate School of Science and the University of Tokyo before final selection by MEXT.

- Recipients are guaranteed a room in the University of Tokyo International Lodge for the first year.
