The Research Training Program, RTP Scholarships, is a vital initiative by the Australian government aimed at providing support to higher education providers (HEPs) for domestic and overseas students pursuing research doctorate and research masters degrees, commonly referred to as higher degrees by research (HDRs). This program, which replaced previous schemes such as the Australian Postgraduate Award (APA), International Postgraduate Research Scholarship (IPRS), and the Research Training Scheme (RTS) since January 1, 2017, aims to deliver graduates with the necessary skills to excel in academia and other sectors of the labor market, fostering collaboration between HEPs and industry stakeholders.

Objectives of the RTP:
- Flexible Funding: The RTP offers flexible funding arrangements to support both domestic and overseas students pursuing HDRs at Australian HEPs.
- Skills Development: The program aims to equip graduates with the skills required to build successful careers in academia and various sectors of the labor market.
- Industry Collaboration: It seeks to foster collaboration between HEPs and industry stakeholders, promoting the exchange of knowledge and expertise.
Scholarship Components:
RTP scholarships may include the following components:
- Tuition Fees Offset: Scholarships may cover tuition fees associated with the approved master’s or doctorate course at designated institutions.
- Stipend for Living Costs: Recipients may receive a stipend to cover general living expenses.
- Ancillary Allowances: Additional allowances related to the ancillary costs of HDRs may also be provided.
Duration of Support:
- For research doctorate students:
- Full-time: Minimum 3 years, maximum 4 years
- Part-time: Minimum 6 years, maximum 8 years
- For research masters students:
- Full-time: Up to 2 years
- Part-time: Up to 4 years
Application Process:
RTP scholarships are administered by individual HEPs, each with its own application and selection processes. Prospective students should contact HEPs directly to inquire about the application procedure. Applicants may apply for scholarships at multiple HEPs if desired.
Funding Allocation:
RTP grants allocated to eligible HEPs are based on a formula reflecting each institution’s performance in research income generation and student support. The calculation of RTP grant amounts is guided by the Higher Education Support Act 2003 and the Commonwealth Scholarships Guidelines (Research) 2017.

Industry Internship Weighting:
Introduced in the 2021–22 Budget, the RTP industry internship weighting aims to incentivize early engagement between industry, HEPs, and research doctorate students, fostering stronger links between research and industry innovation. This initiative provides an additional weighting of 2.0 within the RTP funding allocation formula for research doctorate students who complete an eligible industry internship.
Eligible internships must be at least 3 months long, consist of 60 full-time equivalent days of engagement, and be agreed upon in written form between the student, HEP, and research end-user within specified timeframes.
Completion data collected from 2022 onwards will be used in RTP funding calculation and allocation processes.
