II. Fellowship Office Background

The Bureau for Policy and Programme Support (BPPS) spearheads the development of policy guidance crucial for achieving UNDP’s Strategic Plan objectives. Tasked with providing technical advice to Country Offices, advocating for UNDP’s corporate messages, and engaging in multi-stakeholder fora, BPPS plays a pivotal role in advancing sustainable development agendas worldwide. Moreover, it collaborates closely with UNDP’s Crisis Bureau to ensure that risk considerations are seamlessly integrated into development initiatives.

Among the six Global Policy Centres managed by BPPS, the Seoul Policy Center (USPC) occupies a unique position. Established in 2011 through an agreement between the Republic of Korea (ROK) and UNDP, USPC serves as a hub for fostering global development partnerships. Its core functions encompass:

  1. Serving as a liaison with the ROK government, facilitating collaboration on various development initiatives.
  2. Functioning as a knowledge hub, offering insights into the experiences and approaches of new development partners in poverty reduction and sustainable human development.
  3. Fostering learning, networking, policy dialogue, and capacity development among new development partners, with a focus on promoting sustainable development solutions.

USPC’s mandate has evolved over the years, with its current triennial work programme (2023-25) emphasizing its role as a facilitator of global knowledge exchange and the application of innovative development solutions at the country level. The flagship ‘SDG Partnerships’ programme, alongside thematic areas such as Development Cooperation Approaches, Governance and Gender, Green Recovery and Transition, and Private Sector Engagement, underscores USPC’s commitment to advancing the SDGs.
